Yoshino Village Tobacco Planting Instruction Center of Karenko Prefecture

The old cadastral data show that the building contains two parcel numbers: Parcel No. 813 of Fuxing Section on the north side and Parcel No. 814 on the south side. In particular, Parcel No. 814 was registered as building land in 1935. After the Land Tax Reform, the Karenko Prefecture (today’s Hualien County) gained the right of use with the office’s local charges. The ownership was then transferred to the Karenko Prefecture in 1938. On October 21st of the same year, the Karenko Prefecture became the registered owner of Parcel No. 813.
On October 1, 1952, the surface rights owner of Parcel No. 813 was the Taiwan Tobacco and Wine Monopoly Bureau. On December 12th of the same year, the surface rights owner of Parcel No. 814 was also the Taiwan Tobacco and Wine Monopoly Bureau. On September 21, 1967, Taiwan Tobacco and Wine Monopoly Bureau became the owner of both parcels. It was not until 1985 and 1990 that the owner became the Republic of China and the parcels were managed by the National Property Administration, Ministry of Finance.
As the two parcels were successively transferred to Taiwan Tobacco and Wine Monopoly Bureau in the early postwar period, the registration data of Parcel No. 813 in the other rights of the 1952 cadastre, “Bureau Hualien Tobacco Processing Plant”, may refer to the organization of land use or the building function on the land.
Moreover, according to the preliminary investigation, it was found that the building’s doors and windows were common types found during the Japanese Colonial Period and the early postwar period. The doors are of trimmed edges and the indoor windows within the range of visibility are mounted with matte panes, whereas the rest of the windows are transparent panes. Also, to cope with the ventilation and lighting requirements, there are rotating windows installed on the tops of the doors and windows.
The building was probably built between the late Japanese Colonial Period and the early postwar period. At first, the building might have been used as the Tobacco Instruction Center, which was later transferred to Taiwan Tobacco and Wine Monopoly Bureau after the war, or the Tobacco Instruction Center might have just built a temporary structure on Parcel No. 813 during the Japanese Colonial Period. To cope with the use functions, the building was built when the structure was passed down to Taiwan Tobacco and Wine Monopoly Bureau in 1952. The doors and windows from the Japanese Colonial Period are still there, since the carpenters during the early postwar period might still have used the Japanese techniques.
